I am having a hard time finding any 13" steels with a-series pcd. Morris minors have the correct pcd but are 14" wheels but when that big it limits the tyre choice. Do you know of any?

Have a look at:

Early MG midget wheels could fit, if you want narrow factory wheels.
The common aftermarket steel wheels are Weller. In 6" or 7" width you could use them with 175 or 185 tyres.

thanks. yes I could look into finding a set of wellers. I wonder if they are still made.
the reason I ask is because there aren't many chioces in 12" winter tyres. its better with 13". alternatively I could just use a set of alloys for winter tyres, it just seems a shame.

That's what I do: 5×13 alloys with 165 winter tyres.

exactly what I want also. except I was looking for suitable steel wheels.
currently I run 145/70-12 winter tyres on the a-series and they are somewhat smaller than the 13" summer wheels
